**Ground Training may commence before the issuance of the Commercial Pilot Licence, but only after successful completion of both the Commercial Written Exam (CPAER) and the Commercial Flight Test. With pilots holding commercial licences prior to when 20 hours of Instrument Flight Time was required, must meet the 20 hours instrument time requirement.

Privileges:
The holder of a Class 4 Flight Instructor Rating may:
Conduct dual flight training in respect of issuance of a Recreational Pilot Permit, Private Pilot Licence or endorsement of a Night Rating and VFR Over-the-Top Rating
Authorize a trainee to conduct a solo flight
Recommend a trainee for the flight test Recreational Pilot Permit and Private Pilot Licence
Recommend a trainee for endorsement of a Night Rating or VFR OTT rating on the trainees pilot licence
Exercise privileges of a flight instructor rating - ultra light aeroplane without being under direct supervision
Restrictions:
A class 4 instructor must be employed with a Flight Training Unit and must work under supervision of a class 1 or 2 instructor. The class 4 instructor must submit for review to the supervising instructor the following:
Training progress for each student
Flight progress checks for each student at least once prior to solo and once prior to flight test.
Present the student`s Pilot Training Record for verification and recommendation prior to first solo and once before flight test.
A record of result on the form “Instructor`s Training Record While Under Direct Supervision”
